I haven't seen Oz except for a few episodes when it aired, but I have been to jail and IIRC it was just a county lockup, meaning everyone is either awaiting trial or serving time for a misdemeanor, so there aren't much politics and no shotcallers. County jails actually afford you less freedom than prisons do, so there's no yard to have the keys to.
