They were creating a whole new model for him standing at that angle with the stingray in his chest for the one joke, it was probably easier to just build it from scratch rather than salvage the original model especially when they designs are pretty similar anyway.
There was a costume party in Hell, and you see Irwin there. Satan says that it's too soon to be using that as a costume, then Irwin says it's actually him. Then Satan says that Irwin has to leave since he wasn't wearing a costume.
One of the brilliant things about South park was that is was a "Quiet Little Mountain Town" so it was a perfect setting for a show that couldn't make big crowds and maybe a few if any buildings in the background but as the show went on this concept was lost more and more things were added to . This small town whose entire economic center was a single street now suddenly had a mall, a zoo, a sperm bank, a fitness club, a walgreens, a synagogue (even though it's been implied Kyle's Family are the only israelites in town), and a Wal-mart that was portrayed as an evil entity that destroyed all the small businesses suddenly reappeared randomly in an episode over 8 seasons later.
Some ofvthe aspects of the early episodes that are timelessly funny is that small town charm. The fact they have one police officer who can't read. The public access channel that plays a jesus talk show, the fact that the mayor is always trying to do shit to make the town seem more important than it acyually is. Just stuff that leads to funny scenarios in general rather than trying to be topical all the time.
It's hard to think of an animated show this doesn't apply to.
Early seasons have more crude animation but are also more creative/charming. As the show goes on its production pipeline becomes standardized, and the creativity is slowly sucked out in favor of sterility.
