Many movies hit a sweet spot between being too boring to watch on their own, but just interesting enough to watch while doing another task - like practicing scales on a musical instrument, which otherwise would be too monotonous on their own to keep up for long. In such cases, speed controls and subtitles can be useful.
for me that is when i would go with a podcast or some documentaries and speeding them up is fine, it is more about acquiring info not experiencing/enjoying art at that point.

Yeah I wouldn't do that but each to their own. For me it's like background music vs focused listening to music. There are different situations when you want one or the other. I know people who work repairing electronic equipment or servicing instruments, and sometimes they'll have a tv show or film on in the background that they don't have to pay attention to too much, but is just interesting enough to relieve a bit of boredom (and loneliness as well probably) they work. I find in those circumstances a film that you wouldn't ordinarily find interesting enough to watch on its own can be ideal, because it isn't too distracting that it takes away from what you're doing.

Not even remotely a similar thing. Speeding up a movie fricks the pacing, everything moves unnaturally fast, chipmunk voices, etc. Changing a track just makes it so that you can hear the songs in a different order, or just one. Like switching between episodes from The Twilight Zone.
It can be quite similar. Speeding though a tedious scene can be no different to skipping one of Ringo's songs on a Beatles album.

Also when you speed up a video you aren't watching it as it was intended, part of how a film is made is its pacing. The speed and the amount of quiet moments and loud/exciting moments are consciously determined by the filmmaker. Adjusting the speed is like looking at a painting with an instagram filter on it, it wasnt the way it was intended to be viewed by the artist.

Yeah I wouldn't do that but each to their own. For me it's like background music vs focused listening to music. There are different situations when you want one or the other. I know people who work repairing electronic equipment or servicing instruments, and sometimes they'll have a tv show or film on in the background that they don't have to pay attention to too much, but is just interesting enough to relieve a bit of boredom (and loneliness as well probably) they work. I find in those circumstances a film that you wouldn't ordinarily find interesting enough to watch on its own can be ideal, because it isn't too distracting that it takes away from what you're doing.

Not even remotely a similar thing. Speeding up a movie fricks the pacing, everything moves unnaturally fast, chipmunk voices, etc. Changing a track just makes it so that you can hear the songs in a different order, or just one. Like switching between episodes from The Twilight Zone.

The fact is that most movies are just not so great, and that is especially true these days. You might say "well why watch them at all then?" But sometimes there are films that you are curious to see - like an album you're curious to hear - and which may fall somewhere between being good enough to watch in full or being so bad to avoid altogether.
I can regularly get through hour and a half to two hour movies in 30 minutes or less. Just load up the movie, pull up a plot summary of the movie(usually on Wikipedia). Get a sense of who the characters are and what they look like. Basic setting awareness. Read along with the plot summary until something interesting happens that you want to see actually happen. Skip through the movie until it happens. Continue reading until the next cool moment, skip towards it. There’s at most 5 scenes I want to see in any movie that sound cool.

The speed and the amount of quiet moments and loud/exciting moments are consciously determined by the filmmaker. Adjusting the speed is like looking at a painting with an instagram filter on it, it wasnt the way it was intended to be viewed by the artist.
