Logically would be the case on the east coast as well. Though we know they have groups in Chicago. And the base we see has snow, could be in a lot of places, considering they get the telegram of the scientist from the commonwealth might have come from that area.

No one in their right mind should've thought that the show would've ever honor canon when Bethesda doesn't even care about canon even within their original IPs like TES.

Tons of famous religious leaders and philosophers had whole essays or books even on deconstructing them and the themes within. Also forgot my other point of good writing is a way for a writer to express themselves in ways they either cant because of society or to deconstruct their own ideals in a detached setting. If fallout is the reflection of the writer's inner thoughts they're a travesty.
Maybe being nuked multiple times and having droves of your storm soldiers killed in a huge skirmish with the BoS cut down their stocks of PA and storm soldiers.
