Robotnik instantly elevates any YTP. It's not that YTPs were actually all that funny, its mostly a testament to the source material and how great Long John Baldry was as a voice actor.
AOSTH wasn’t a good show, but it really was a memorable one. It has this surreal, trippy quality that makes it stick in your mind. It’s not just robotnik. I think Sonic in that show gets a lot of memorable lines as well (THAT’S NO GOOD!). There really isn’t anything like it.
Yeah I don't mean to say the cartoon was anything special, but it's cool that the voice actors still gave it their 110%, it makes for a lot of amazing and exploitable lines.
There are two types of cartoon voice actors back in the 90s. The first is guys who have made it their entire career so they have to put on those performances all the time in order to keep getting hired. The second is guys who have already had a long career as live action actors and/or musicians and/or something else and have pivoted to cartoons because it's a blast and they have fun with it. Baldry was the second.

PINGAS and NO! are genuinely iconic pieces of voice acting. It's hard to imagine anyone else making deliveries as notable as LJB did.
Personally I prefer PRRRROMOTION, it's funnier and nowhere as overused.
