Not really at all, most fan produced South Park style like this takes from mid seasons to late seasons in design of the characters. Look at the details in the hair and eyes, you'd never see layered highlights like that in the old seasons. The clothes too, noticeably more detailed compared to the very simple blocky style of the outfits in the first few seasons.
