      the peace he achieves is fragile

      the movie's ending misses the intent of all the gordian knot allusions in the comic
      comic ozy "solves" the problem by introducing an new external factor (cutting the knot), movie ozy solves it by manipulating existing ones (untying it)

      IDK, I'd argue that the plan makes less sense in the movie.
      Because if the made up threat that's supposed to unite the world is from a guy who's lived in America all his life it seems more like that might actually lead to war rather than if the threat were external.

          To be fair, he was not a military asset at that point and if you believe he blew up NYC then you can assume he's gone rogue, but you still have a decent case for striking America with everything you've got in the hopes of killing him.

          By that point he'd snapped in the studio by Veidt's plants and had fled Earth, and Veidt bombs an American city as well. So it's at least somewhat believable that he could convince people Manhattan had snapped.

          No, the fear of nuclear war was based on a belief that it would lead to extinction of humanity. Most people who grew up after the Cold War fundamentally don’t understand the mentality behind Watchmen. It seems pretty naive and silly in retrospect, but the feelings were real at the time.

    The point of the original comic was that his idea was just a temporary fix and only delayed the nuclear armageddon by a couple of years at best.
