Because nobody remembers the non electric power blacks. Milestone is a universe of its own and Static is just a drop in the bucket of powered supers there.

There've been talks about what to do if this happens, but the only directive from Marvel was to keep doing Spidey stuff, except do what makes Spider-Man appealing and unappealing. But casuals can't tell the difference and barely read the comics anyway; they just consoom the movies, shows, and games. So, now Disney stock is super low, and Sony wants to buy Spidey as an investment for their new movie plans, and Disney might give in because of their furious investors right now.
