Also helped that Static filled the "high school superhero" niche that Warner wanted to much in the cartoons, and unlike Beyond it took place in the present day instead of the far future and was therefore more relatable.
If we're being honest the "original vision" was a bit of a mess so Duffy being there isn't exactly a guarantee of quality. The show managed to have a certain charm to it that no one else has been able to replicate.
It helps that it was a kids show so they had to focus the character and make him relatable for kids.
Not just that but I think making it a "family values" focused show really helped keep it mostly down to earth.

That was the milestone takeovers fault. Untill then basically every episode delt with some real life problem in a (somewhat) natural way and the focus on vigils family situation was surprisingly nice.
The original vision was fine.
It wasn't the best. Statics original costume was god awful, there really wasn't a story, the writing and art were very 90s, static was very bland as a character, and none of the villans were memorable at all . It was all around a very meh comic.
The comic writer/co-creator was also the showrunner. The character completely lives and dies with McDuffie.

The comic industry is littered with the corpses of countless teen heroes. Just because Spiderman did it dosen't mean it's an easy sell. Hell look at young justice if you want to see how badly it can go.

Because they haven't bothered trying? There hasn't been a new Static show or at least a DTV movie since this came out
He's been used in the comics and young justice a few times but but that's it. He was going to get a movie but I think it got canned. His last solo book was awful.
The problem with static is that he's just another quippy teen hero. The show gave him an actual personality. Everything else since except for that one justice league special has just defaulted back to his original interpretation. Which (no offense to Dwayne McDuffie) was incredibly basic.

Even had the courage to lean into his blackness and portray different aspects of the culture from the black nerds to gang bangers. It's sort of more shocking that they have failed to build on that but being in legal hell didn't help
