The only explanation I can come up with is that the way Czarnia managed to be a completely pacifist planet was by putting everyone who wasn't nice into one city, which then got stolen by Brainiac.

This issue was amazing. I don't know how Williamson keeps doing it, but this Superman run is just so creative, warm, fun, and exciting. I just hope he can keep it up and pull off some satisfying payoffs in addition to all the enjoyable setup.

He literally cannot cope with people enjoying Superman, he must be in agony right now. The Superbooks are great, the cartoon is good, a movie is coming, and all he can do is REEEE on Cinemaphile with bait threads about how Superman isn’t “relevant” anymore.
He got shanked before the MANDATORY EVENT BREAK and this is the next chapter of the actual run but it's an anual so they're doing a little side content
I'd be more understanding of this, but it's Williamson's own event and he also wrote the Superman tie-ins, so he really has no excuse for placing that cliffhanger where he did if we wasn't going to follow up on it in the event.

This issue was amazing. I don't know how Williamson keeps doing it, but this Superman run is just so creative, warm, fun, and exciting. I just hope he can keep it up and pull off some satisfying payoffs in addition to all the enjoyable setup.
I think he was helped by the fact the biggest impediment to a breakout Superman run was let go and Bendis & all the 5G related shit was eased out.
But we'll see how it goes. He could easily mess up. Though I'm personally very bullish on Williamson too.
