Because magic is unpredictable and dangerous. It also opens the door to potentially mind breaking horrors. Significantly worse at the upper tier of magic.

That's kind of the issue with nerds who view stories in the same way they view building stats of a vidya character. They just get focused in making them allrounders built to counter any vague situation rather than having a personality, limitations, or tone that doesn't apply to that. Not every super villain has the assets or capacity to learn effective magic, some who do have no interest in it. Lex Luthor is Rich Science Guy, that's the conceit built into his character, and ontop of that he's constantly displayed a certain arrogance and aversion when up against forces outside his straight forward comprehension.
Because magic unlike you is true power at it most chaotic, and what better power for a evil mastermind is there to be able to control chaos and make it bend to you will.
Luther is a man of science. He would never resort to magic. Which I think is dumb, because as far as I can tell, magic is just applied quantum physics, with the human body, mind, and will as the application medium

Sometimes magic is an instant knock out against Superman. Other times, magic give Superman a difficult time but he can resist it. All depends on the wimp of the capeshit writer. No consistently to it.
I guess that would be some "I'm not going to depend on the power of other entities" type of bullshit or something like that.
Lex builds his suits and weapons himself or with his money, since he is not a magical being or has training in it, then he would have to resort to Constantine-type magic making deals with supernatural beings or something similar and there Lex would paint his line by don't trust beings like that
