Why did they bother mentioning how drones were replacing human pilots near the beginning of the movie and then never address it again when it would have made perfect sense to use drones for the bombing mission?
Because the whole point was that drones were unable to do the mission due to the signal jamming, so they dragged the obsolete Cruise out of retirement so he could it with supposedly obsolete humans.
That doesn't explain why they were an established theme at the beginning of the movie, only to be forgotten. It was bad screenwriting and the mention of drones should have been deleted from the film.
It would have been better if it was Mav in an F14 vs Russian (or whoever the enemy was) drones and Mav taking them out.
this would have been a good plot point if Ed Harris showed up a single time after the 10 minute mark to hound Tom Cruise for not doing his job well enough and threaten to get the drones to do it

This too. After the girl crashed her plane Admiral Ed Harris should have showed up and said "I'm taking over this mission using our new prototype attack drones" only to have Mav and the crew somehow beat the drones in a simulation and get to the fly the mission.
