The only arrow is the one pointing to a picture (mushroom cloud) that shows what exactly happened at the date the arrow starts. There were not enough space to draw the explosion with the text and the date above/below.

There's a whole bunch of reasons:
1) By 2277, the NCR has a solid hold over all of California. It's expanding into other states with moderate success as well, though it's beginning to stretch itself too thin. It has many towns and even several cities all under its control. In the show, the NCR is basically nonexistant. This makes no sense - if you go and nuke a country's capital city, it won't make the rest of the country suddenly vanish.
2) In the New Vegas game, you meet a lot of NCR soldiers. You even meet NCR politicians. You meet several people who regularly trade with the NCR. None of them seem to be aware that the capital city fell 4 years prior. The fricking President doesn't mention it.
There's plenty of communication infrastructure by 2277. Plenty of trade. Unlike Bethesda's normal writers, the Fallout 1/2/NV writers knew how long 200 fricking years is. The west coast and Vegas people didn't sit around doing nothing for 200 years, they rebuilt cities, built infrastructure, developed new society.
They didn't use those 200 years to build metal shacks around a live nuke, or build metal shacks inside a stadium, while never cleaning anything or securing the area they live in or establishing a fricking ROAD

People playing through NV often misinterpret the NCR being "overextended" as "weak"
Sure, pound-for-pound they're not as strong due to the regular stuff that happens when a nation gets larger (infrastructure issues, corruption, focusing on politics rather than actual problems) but they're still the strongest faction in the USA
The idea that the fricking brotherhood of steel has become this big while the NCR is now just a few holdouts in a single settlement is ludicrous - it'd be like if in 4 years, the Roman Empire at its peak was reduced to a small farming village with ~50 people, while a small town of gatherers became the dominant force of Europe in the same timeframe
And that's not even mentioning the fricking Enclave, or The Master somehow missing Vault 33, or the absolute lore-rape of Ghouls now needing near-daily medicine to avoid going feral
