Men in Black is easy. X Files and the whole UFO/conspiracy culture was at its mainstream peak in the late 90s. 1997 was the 50th anniversary of the Roswell crash. I remember at least some of the marketing for MIB piggybacking on that.

The hellboy comics are mainly short stories. The writing isn't strong enough for full adaptation. Its mainly pulp adventures. BPRD on the other and would make good films.
