Cell Saga only really works because everyone is acting stupider than usual. You went from Vegeta being a one man army on Namek to "yes please turn perfect Cell, absolutely nothing can go wrong with this".
No, it was shit. It was also really good, which is annoying. This is mainly because the Android portion of the saga made things feel really wild. The flashbacks and the History of Trunks added a sense of grandiosity. In hindsight, it's a chore to watch because:

They tried to replicate the magic that Gohan and Piccolo had to redeem Vegeta, but it clearly didn't work. The coolest part of the Saga, right? Yes, but it's just another incident in a string of 1 on 1 fights that leave you wondering why the character didn't just jump in earlier, but don't leave you wondering what's gonna happen. Aside from the kino roadside fight with 17/18, the entire saga can be remembered as a series of matchups. You can imagine the chapter covers trying to hype you as they went up for sale. Ending it with a superficial tourny just shows you what it was all along. Namek, on the other hand felt like an adventure. It had 1 on 1 fights and mad skirmishes.

Your 12-year-old mind saw him as a lovable pussy, but the truth was he brought so much tension to the show. Punctuated with bouts of Vegeta taking out Frieza's henchmen and you had a recipe for kino.
The Android Saga was the perfect opportunity to reset the power creep. Here's what I expected:
>Piccolo is the strongest >Vegeta is trying to resurrect his planet but Piccolo keeps him in check, switches allegiances to whomever can help him achieve this >Tien is roughly the same strength as Vegeta, wants revenge (they hinted at this based dynamic but Tien as too weak to make it interesting) >Keep Yamcha's original hair and role as the cool-but-lame older brother type with some badass moves, you don't even need Trunks >Keep Yamcha and Bulma as the based himbo/nerd enduring couple >Frick the editors, keep Gero as the main baddie running around and scheming >Keep the chase stuff and inability to sense power levels: Bulma, Yajirobe and Oolong are suddenly relevant as vehicle operators. Intrigue, guile, urban warfare, apocalyptic themes. >Vegeta's arc ends with finding a worthy lord, he kneels to Gohan
>Then segway this into a wholesome arc where Gohan flies around with his lil bro, goes to high school, makes friends, gets pussy, fights crime.
