The way you wrote this makes it unclear if it's the backstory of Waller, the real-life Condy Rice, or both (I looked it up: Rice grew up in Birmingham and Denver and has never had a husband).

I thought the excuse was that Terry's parents were somehow the ideal pick to create Batman-like conditions. Which also implies that Waller knew Terry would be a troubled kid, that his dad would get murdered and that his mom wouldn't have enough of an influence to offset the Batman DNA from totally turning him into mini-Bruce.

The intended plan was for both parents to get assassinated in a similar circumstance to Bruce. (and then probably get adopted by an Alfred-like figure. Maybe she'd try to coerce Bruce himself into taking in another orphan)
The parents getting divorced, Terry's life becoming more disorderly, and just dad being killed, were unintended. Him meeting Bruce and becoming the new Batman were ultimately coincidence.
