no, he's part of some force of nature thing, similar to the lantern corps but not magical in nature. I'm guessing it's not rare there's an animal that can actually be the predator of kryptonians, like in invincible when they find a planet full of beasts capable of beating viltrumites
Doesn't what he can change into depend on what planet he's currently on? The Red can't change him into, say, a Jatravartid, a species with more than fifty arms each (and therefore the only beings in the galaxy to have invented deodorant before the wheel) unless he were on whatever planet they happen to live on. If that's the case, would his powers just not work in space or something?

I remember some justice league episode when they were on some other planet and he tried to change into a bird but actually became some weird pterodactyl like thing and he was surprised because he didn't know what the hell it was.

It's always been up to the writer. Beast Boy used to have strict rules about what he could turn into, but by the end of the Wolfman run he was turning into monsters, dragons, and chimera. Johns had him turning into hive-mind bacteria swarms.
