IIRC the showrunner pitched another season that got passed on that would have been more kirby-esque with various space adventures. you should probably bug him on instagram about it
It was supposed to focus more on the expanded Titans roster we saw in season 5. I know Murakami wanted to avoid space adventures, but he could've been overruled.
However, Things Change was always the intended finale. Even if they'd gotten another season, they would've pushed the episode to it.

They kept trying to do a Starfire season, but either her stories ended up making better single episodes or they wanted to avoid a space-themed season.

You're too far gone if you can convince yourself that the other party who walked in on you molesting her dad is the one in the wrong for ignoring your existence and then blame a cartoon character.

People wanted more because this episode had a message was told through some combination of symbolism, metaphor and dream logic. Which isn't something a viewer needs to engage with any other episode in the series.
A factual interpretation of this episode is chocked full of questions begging to be answered.
-Terra's statue is gone and now there's this girl looking exactly like her with amnesia that showed up when everyone wasn't looking. Sure the alleged Terra makes her feelings about joining the titans 'again' clear. But Terra's entire shtick was that she couldn't control her powers and last we left she was stronger than ever. leaving that to possibly explode on the city later is not a great idea.
-Terra is being tracked by Slade. Who confronts Beast Boy and tries to dissuade him from pursuing Terra. Every single action and statement Slade has ever made would motivate Beast Boy to do the opposite, and want to protect Terra despite the words Slade used meant he planned to leave her alone.
-This is compounded by the scanners at Titan Tower being unable to verify anything relating to Beast Boy's story prompting Raven and Robin to discuss the possibility Beast Boy is having an elaborate delusion. Which is oddly similar to the mental invasions Slade inflicted on those two specifically.
While the intended interpretation is that BB isn't really seeing Terra, and just looking past her, whoever she is, Robin's and Raven's comments are there to let the viewer know that you shouldn't actually take what's being shown on surface level, and Slade's appearance is legitimately to say "No it actually isn't Slade" and ultimately being about "moving on" is a lot to ask an audience of tweens to grasp all of. It's my personal opinion this would have flown better with the resolution to the Terra question being in any part a choice of Beast Boy.
Raven revived Terra after defeating Trigon. It's her but she wants to move on form everything and just wants the life of a normal girl now because looking back Terra's life was miserable all the way through.
Considering how this version of Terra was a decent person, I can't really blame her.
Right. That's Terra's motivation. That's the new conclusion to Terra's arc. But here's the thing Terra last showed up 3 seasons ago. Also: she was in all of 6 episodes before the finale. Meaning making the finale about here dedicated it to a character that wasn't in 1/10th of the show.
On paper it makes sense when you accept Season 5 is the Beast Boy season with the Doom Patrol and ultimately Beast Boy being the Titan who's most responsible for taking down the Brotherhood, at least before Kid Flash answers his phone. But if all of that is showing Beast Boy's growth he fails to display any it in this episode. He abandons the team repeatedly: and it's not even his decision ultimately to leave Terra. She just tells him off one last time and the hero of the season ends HIS story and the show on an actual sigh.
Beast Boy getting an ultimatum to run away with Terra and leave Jump City and the Titans or something that actually made it be his choice would feel like a better capstone to HIS story.
It’s a shame that Terra living a normal life had to come at the expense of her and Beast Boy’s friendship. Hopefully one day they can start over.

I saw this out of order, so it meant nothing to me as a finale. I always assumed defeating the Brain was the finale. That worked well enough for me.
This had more poignancy before they started making Go! and have milked it dry for 8 seasons and several movies of slop now.
GO only exists in the first place because fanboys kept begging for a revival. That show is literally the consequence of not knowing when to let things go, wanting to brings things back from the dead only to be shocked that it turned out to be a shambling zombie.

From the interviews I've seen, they were starting to run out of ideas by season 5. They still had some stuff they wanted to do (like they'd been trying to come up with a way to work Rose Wilson into the show for a while, but could never come up with a good way to do it), but they weren't terribly broken up that it ended when it did.
