Most of the movie seems to indicate so, with things like characters regularly telling Arnie the plot of the film, and Melina and the top secret martian reactors appearing on a monitor in Recall. The only major point against it is Arnie's dream at the start of the movie in which Melina also appears. Some people have also made a point of things happening that Arnie didn't see but I don't find that very convincing, it could well just be "backstory" to the dream.
idk if it was intentional but one piece of evidence that it's a dream is that if it were real life, Sharon Stone would have been on the same rocket to Mars as Arnold and her real husband.
