Most people stay homeless due to drug addiction and mental health. Clean homeless adults can leave the condition with the current structure, but there's no real way to help the mad or addicted through government means currently. A public mental health institute that is not giving people lobotomies would be nice.

I mean in her case it was sad as she was someone that fell through the cracks. She was the lesser represented homeless which is the young ones. They are rarely seen as they hide to not get caught by the cops or cps(most of them are running from a abusive house they'll either get sent back to or just sent to another one later on). Then they also get trafficked, so yeah this is a type of homelessness that isn't so unique but is rarely portrayed as they usually go the drug addict or adult down on their luck.
