What is the in-universe reason for Ivy wearing a top and no pants? If she prefers to be nude as a plant person, she wouldn't wear the top. And if Arkham is making her wear her uniform, why aren't the enforcing the rules for only half of her.
Our of universe the only explanation is they wanted a fapfuel design but wanted to keep it's esrb rating, as these designs show .

The DCAU is.
She white or pale white for the most part in the DCAU. The only instance I can think where she's not is that one alternate time and that movie that came out way after Ivy being green became the norm.

Because sexy female nurse is a cliche while sexy female doctor isn't. Also, psychologists don't have a stereotypical uniform. The only other option would be sexy warden, but Arkham isn't primarily a prison so that would be less appropriate.
They could have had her in a Harley Quinn's version of her psychologist outfit. But really they were dedicated to their Spirit Halloween aesthetic.
