His first appearance in the series proper had Haroud warn him that if he kept beheading his underlings he wouldn't have any left soon. And in another episode Haroud turns against him in an instant when a superior villain (a brainwashed Jasmine) pushes Abis down. Loyalty doesn't fit Abis Mal.
Hitler was by all accounts an absolute fricking moron when it came to economics and warfare, investing into a high charisma stat can get you pretty far.
