Let's not forget he booby-trapped two of his lairs that he was in which killed Detective Sing and several SWAT team members, and attempted murder of Detective Tapp by slashing his throat. And his kidnapping of Cecil was 100% on his own, no apprentices. He put him in a trap that would kill or disfigure his face and when the trap collapsed, he allowed him to die in the barbed wire that he fell into. Finally, his mutilating of dead bodies by removing a piece of skin in the shape of a jigsaw puzzle piece.

Is it really, though? If Jigsaw will just form a corporation and list his accomplices as employees, then nobody can be held liable for anything that happened.

Technically, he didn't commit any murders at all. The police IRL would have no idea what to do with this guy. If I was Saw, I'd have every one of those damned trespassers prosecuted for getting caught in my ingenious traps, which are for demonstrative purposes only.
We already saw something like this in Saw X. There's only 2 or 3 witnesses able to provide testimony about the carnage by the end of the movie, and one of them was himself a victim of kidnapping and not by Jigsaw or Amanda at all. And at least one of them was associated to some level with some local paramilitary or criminal group. By the time Kramer and Amanda were back in the US, the local authorities in Mexico probably gave up on the case since we know Kramer and Amanda continued to meet their own fates in the series.

Kramer literally saved an innocent child from being waterboarded to death by a person who without getting any injuries at that point was responsible for the decision to kidnap the child and kill him when simply running away was an option.
