        He masterminded the capture, drugging, in many cases maiming by surgical means, poisoning and being put in traps design to kill or seriously maim dozens of people, against their will. In several of the traps, two or more people are placed in a situation where one of them has to die for the other to survive.

        Let's not forget he booby-trapped two of his lairs that he was in which killed Detective Sing and several SWAT team members, and attempted murder of Detective Tapp by slashing his throat. And his kidnapping of Cecil was 100% on his own, no apprentices. He put him in a trap that would kill or disfigure his face and when the trap collapsed, he allowed him to die in the barbed wire that he fell into. Finally, his mutilating of dead bodies by removing a piece of skin in the shape of a jigsaw puzzle piece.

          Oh, please. Those people were begging to be put into those traps. Jigsaw was just acquiescing to their insane demands. It's not his fault that his cronies followed his orders. Hell, they were all trespassing on Jigsaw's property when you think about it. As far as Cecil goes, well, sometimes you have to do a little product testing and what's the life of one man compared to the millions who will eventually be put into a Jigsaw trap, completely of their own volition?

      Technically, he didn't commit any murders at all. The police IRL would have no idea what to do with this guy. If I was Saw, I'd have every one of those damned trespassers prosecuted for getting caught in my ingenious traps, which are for demonstrative purposes only.

        We already saw something like this in Saw X. There's only 2 or 3 witnesses able to provide testimony about the carnage by the end of the movie, and one of them was himself a victim of kidnapping and not by Jigsaw or Amanda at all. And at least one of them was associated to some level with some local paramilitary or criminal group. By the time Kramer and Amanda were back in the US, the local authorities in Mexico probably gave up on the case since we know Kramer and Amanda continued to meet their own fates in the series.

        Without getting into people publicly supporting the vigilante style choking killing of Jordan Neely in NYC, Kyle Rittenhouse met with House representatives, including "public masturbator in a show with kids around" Karen Lauren Boebert. Even if Rittenhouse was acquitted. I don't really care about discussing what would happen if Kramer went to trial, but unhinged women propose to convicted killers while they're in prison and for a fictional character Kramer comes across as downright heroic for a horror villain in Saw X, dismantling a global scam that unless himself didn't actually have an option for their victims to live.

    To this day, none of the top minds in law have been able to show how Jigsaw could be convicted in a fair court of law. It is the P vs NP problem, even the Riemann Hypothesis of law. This will likely never be figured out.

    Kramer literally saved an innocent child from being waterboarded to death by a person who without getting any injuries at that point was responsible for the decision to kidnap the child and kill him when simply running away was an option. Kramer might still have gotten a sentence for that, but if saying the devil made me stab a dude to death was good enough for only 5 years IRL, I'm sure a completely fictional character could get some kind of break too. The Japanese cannibal guy became a celebrity after all.
