No, because the main villain wasn't his sister. They're not even in the same parts, Heinel shows up in the second half, when Garuda is the villain.
The story of the villain you're thinking of is that many, many years ago, Boazan and Barm went to war. But a Boazanian noblewoman and a Barmian man fell in love and had two children who had horns and wings together. The lovers were killed for sexing up the enemy during war, but the children managed to get away. The elder sister was consumed with vengeance and came back in the time of Victory Five to destroy as much as possible. Her sister ends up hanging out with Hyoma and switching sides.
As for Heinel, he survived the Voltes ending but lost a horn and gained a deadly cough. He shows back up to help save his brothers from Garuda. That's pretty much it.

In fairness to the criticisms against VVL, Nicky Larson also has its share of annoying side characters and "French humor" (Jerry Lewis style slapstick humor, if you will).
Both would've been perfect adaptations if you get rid of the unnecessary original additions to them.

The mecha carried it on it shoulders but the changes are mostly alright if not executed poorly, giving out the twist early so youd get some attachment to Ma Gou before she dies, giving Daijirou something to do, introducing Kazarin and Hainel being in a loveless physical relationship that ended up being an emotional relation.
