In the cases of muggings and shit, no they are not going to shoot you. The whole fricking point is instilling the fear that they will, so you do whatever it is they want.
Other than that, if they're going to shoot you, they're going to shoot you. If they're not then trying to fight them definitely guarantees they're at least going to shoot AT you, if not actually shoot you.
