No idea who this guy is, but in the movie it was meant to be standard Jay Garrick. And the bad CGI + BW colors made it look like a Bruce Timm cartoon character from JLU, so not even live action.

Kinda. Doomsday Clock was a technically competent and uncreative execution of a criminally insulting idea with some nice moments for smaller, forgotten characters if you're in the same mind about such things as Johns.
