With the way they're scaling back D+ shows and even rebooting the entire MCU I'm not sure. Hercules, Namor, White Vision and Luke Cage seem like the sure bets. The Namor thing may have died down but if they announce him in a new movie then there maybe more allegations come out.

I think that the MCU is about to get much, much smaller. You won't see much of anyone except for the heavy hitters.
It's tough to say what they'll wind up doing, given how unstable Disney is, but what they should do is end the MCU with a bang instead of keeping it on life support: Have an apocalyptic multiverse event that resets the status quo so that they can bring back popular characters without having to worry about all of the horrible decisions that they've made. They they can have 2-3 big movies every few years.

The thing is all these characters you describe as being "in limbo" are characters either no one gives a shit about or people actively hate. Your entire list. Each was either widely hated or in a movie or show that bombed or was negatively received.
The only exception I see on your ENTIRE list is Adam Warlock, and even then I don't remember anyone having an especially strong positive reaction to him, it was just "Oh, he's there. That's a thing." and he managed to be in a movie that didn't bomb or get a ton of hate online.
No one watched Werewolf by Night, and if you didn't watch it you have no way of knowing Man-Thing and Elsa Bloodstone were in it. Iron Fist, Jessica Jones and Luke Cage all had negative reactions to various extents. Moon Knight's reaction ranged from lukewarm to complete hate. The female Super Skrull is probably the most hated thing Marvel's put out to date.

Here's one place. I don't really go on plebbit, but what I've seen from screenshots is that each sub is run by different people so there are still plenty where a lot of hate is allowed to be posted. For example, apparently the sub for Star Trek Discovery is typically flooded with very carefully worded posts of people just shitting all over the show.
But then there's also youtube. People laugh at the thumbnails from people like thequartering, nerdrotic, midnight's edge, etc, but they're getting millions of views every single day, and it's not just those three accounts there's dozens of them.
Also, Agatha Harkness. Everyone involved in that from proposing it to writing it and especially to greenlight it all need to be put into an assisted living facility or an insane asylum. They cannot manage themselves. They cannot be trusted to make ANY smart decision ever again. Who the frick wanted that? A z-list character no one's ever heard of recast as a frumpy middle-age woman?

I've watched everything up to and including endgame twice and haven't watched anything with 4/6 of those characters.
I went to see every single MCU movie up to Endgame but I haven't watched a single D+ show because other than WandaVision and maybe Hawkeye it all looks like low quality diversity slop. These shows are not worth a subscription to Yidsney+, maybe I'd buy physical copies of one or two if that were an option but since it's not it'll just get watched on the high seas someday.
