I think it's because just a perfect echo of 80s party comedies and the 80s in general where cops absolutely would be drunk on the job and moreso doing cocaine and shooting guns when they're bored etc.

hangover being good or not is not the point, the issue is that after these two films, every comedy plot is LE EPIC PARTY BRO, no unique comedies like in the nineties, our culture is completely desensitized to non vulgar comedy, unless it has specific anchors, even then most studios will never make tastefully idiosyncratic comedies anymore
You had to be a teenage boy at the time it came out to truly appreciate this comfy coming of age comedy. I watched it with one of best mates at a sleepover when I was like 17

HELP ME HELP ME HELP ME HELP ME" and then he's all good again is genius. it was 10x funnier than i thought it was going to be.
Note that the awkward losers still put themselves out there and faced the abuse they received with bravery. You were too cowardly to even attempt it and gave up from the start.
