The difference is in NGE there was a heavy, HEAVY emphasis on the tech and Nerv when not dealing with interpersonal relationships. Western mech properties are too afraid of leaning too much into hard sci-fi and realistic robot. It's that fear of going too hardcore for normies.

There's no love or even understanding of the genre. Same thing with magical girl stuff. They just don't want to understand the things that make the genre appealling.
Also: I wish that more Western mecha things would hire a decent mechanical designer. The mecha themselves always feel like such an afterthought. There's no character or personality to them. It's always either some "How to Draw Manga"-tier knockoff or just some dumb chicken walker thing.
