Because GI Joe is a franchise Hasbro owns and wants to succeed. Gen Xers still have fond memories of it, it's only late Millenials/Zoomers who seem to outright hate it even though it and Transfromers have had a long history of crossovers
Because they can just handwave it away with a reboot to erase that movie. Plus Hasbro is desperate for money & they know this is their other biggest franchise.
Why are modern TF fans so upset over GI Joe?
Modern TF fans are such a strange creature to me. I sort of drifted off the fandom after Animated and what I see now is a bunch of alphabet kids and extremely left wing types.
You do know that Cobra Commander was in the G1 cartoon, right? And that a season 3 main character was the daughter of two Joes, right? And that the Marvel comics crossed over with GI Joe multiple times with plot-important events, right?

Movies budgets are movie budget x3. For advertising etc. so Bubblebee at most maybe made 50 million.

Lol, you can't either write nor read nor count, because even by your "all the movies work the same" logic, the BB movie made over 60 million. But in reality, that movie was (in)famous for having a proportionally very small advertising budget, so the earnings are much higher.
Well for one thing, The Last Knight did not make a profit and cost Paramount over 100 million.

Bumblebee's budget was lower than the Bay films, and actually did make some profit
