The Punisher operates in a city where every block has its own superhero and he hasn't made crime go down. Most Batman comics say that Batman at least makes a dent, in the Nolan movies he actually managed to make the city decent for a while. He also typically has the strength to tank most or all batweapons through the helmet. Spidey sense isn’t needed and is generally pretty useless when you’re a juggernaut with an AOE weapon.
Marvelgays tend to really underestimate that the Batvillains use deadly weaponry. Clayface is actually midrange in terms of muh powerlevelz among them because superpowers don’t bridge that gap, but they think he’s the deadliest only cause he has powers
Frank could take down the C-listers like Cluemaster and Killer Moth, but I'm not sure about the other Bat-rogues. They all have some insane gimmick like tech, armor, intelligence, powers, etc. Riddler would stay two steps ahead of him. Penguin would try to appease him somehow. Freeze and Clayface could easily take him, same with Bane and Croc. Joker doesn't normally allow himself to be in these vulnerable positions without some crazy back-up plan.
