Intentionally or not, the first movie had at least enough nuance to make it unclear
It's stupid to trust Disney, but I think people are being overly cautious this time. These movies have very long production times, it's not like that painful last season of Brooklyn 99 that was rewritten in no time because it would premiere "too soon," when they were making the movie they knew it would premiere several years later, so it wouldn't make sense to make it about "recent" events that would be old by the moment the movie would come out. Not to mention, people expected backlash for the Paw Patrol movie and it didn't happen, the people making this movie could see it.
Again, I think it's good to have low expectations, and it's good to be prepared in case the movie is garbage. But I think it isn't healthy to be so wary. If you expect something bad-ish and the thing isn't so bad, it'll be a pleasant surprise, sure, but when you expect the absolute worst in such an obsessive manner, you'll always find something to get mad even if it's just the tiniest thing.

Admittedly, the idea that they can just take everything they've done and throw it away to make something different might be worrying. If the movie was scheduled to release in 2021 or 2022, they might have completely butchered it out of panic. But for a movie we'll get no sooner than 2024 it doesn't feel like a serious threat.
