legally speaking yes but the show doesnt make their crimes ambiguous it shows bad guys doing heinous crimes and then Vic doing whatever silly corrupt shit he needs to to get them arrested, I watched S5 ep yesterday and it was hilarious the mexican shooter guy takes off on this kid sized motorcycle and then drives a block just to steal another dudes car and take off while Vic comendeers a construction dudes truck and straight up drives straight into the mexicans car causing a huge crash on the side of the road
the arrests were technically wrongful, but they were still the right thing to do because the perps were criminals regardless
the point is the vic mackey was on the ground and knew the best way to uphold the law, and police the city far far better than some ivory tower nerd lawyers who actually wrote the law

im rewatching the series as we speak up to S5 so far and I truly dont think the show demonstrates that at all, the one thing in 5 seasons Vic did that was a true crime was kill Terry, everything else helped him solve bigger crimes and put worse people in jail
