Duke was good only in White Knight where he was still loyal to Bruce and never wanted the batman or robin mantle at all.
He only became Robin because Bruce needed help against Derek Powers, and Barbara couldn't act as Batgirl due to her being commissioner.

All Rosenberg did with Jason and Steph was finally make them interact in main canon.
