Luffy’s whole thing is cutting massive sociopolitical decades-long gordian knots within one visit to an abused community, in the structure of One Piece he would identify the exact perpetrators of Gotham’s oppression, hopefully the villains and a couple important politicians, and destroy them completely and publicly, though surprisingly not killing them (just like Batman). Luffy destroys Gotham and the people are happy to rebuild it right.
Point being - in Batman’s world, we stop criminals so people can get back to their lives in society, in Luffy’s world, we destroy a criminalized society completely so that the people can invent the new world they want to live in themselves

I don’t know if Gotham was ever ‘pure’ but if we say the Batman era is a dark age then Luffy would arrive and expose a critical secret that would set the world back to it was when things were right, something like he exposes the Mayor killed Thomas Wayne as part of a plot to empower the city’s mobs and supervillains to distract crime fighters and people like Batman so he could commit more massive crime, and he would be defeated and this secret exposed in front of everyone. Disabling the supervillain pipeline and shaking a curse that had been laid on the Gotham citizenry, while Batman returns to a position like his father instead of being this dark knight.
Island hopping is such a good long story format because you can actually have the characters make a difference and permanently solve a problem in a place before they move on, whereas Batman has to stay in Gotham forever so Gotham has to remain busted enough to produce further villains
