PB would have made for a great mid way villain. She isn't a demented sad old man is a genius with a kingdom's worth of resources at her disposal. She probably wouldn't match either Finn, Jake or whoever's direct fighting ability but she'll definitely use a mech or something.

Instead she was domestic with her experiments and focused on “efficiency above all else” which her evil creation from her DNA Goliad showed and was starting to become a detriment to her and her own kingdom
Most villains who have the kind of power she has either want it to for the sake of wanting it, or do it because they want to take on the burden in changing a terrible status quo.
Light Yagami in his malicious intents and practices has a really good milestone in dropping crime and war that makes his extreme methods almost appealing.

She did get voted out in Season 6 and allowed it to happen, even though the election was legally dubious. Once she got voted out she left. She only returned to power once the person who won the election got overthrown by the candy people
Light is a dogshit villain and a bad example of what you said.
He has no strong internal conflict, no real exploration of what justice and morality are about, no moral choices, nothing. His series doesn't even focus on him actually trying to change the world. His methods aren't even that "extreme". We don't see him targeting rich elites and people who hold all the power, only worthless petty criminals and the only indication of any change he makes is not something we can observe in the scope of the story, but just dry statistics that are exposited to us that he himself barely even reacts to. I'm kranky and unfiltered because I just woke up but a part of me will always be pissed at how little Death Note focuses on him actually trying to change/take over the world.
The core appeal of the story is the game between L and Light. It's not really about themes or anything actually grand or "meaningful". It's just about seeing two amoral yet talented people trying to outwit each other. That's why so many people dislike the later half of the story.
