Is not really a trend, more of how it works normally. We see the Simpson voice actors or the big Hollywood animated voices and assume that is the norm but in reality voice actors are second class citizens in their field.
Why not give other aspiring voice actors a chance

Nobody goes around saying Daniel Craig should stop being Bond or Hugh Jackman should let another guy be Wolverine. People expect actors to reprise their roles constantly but when it comes to voices suddenly is a thing that where you can be replace and people don't see much problem about it.
I'll be blunt and just say it's far easier to replace someone through a cartoon because the cartoons characters design stays the same even after a voice actor is replaced. Hollywood stars cannot (or shouldn't) be replaced unless you have a 1:1 replacement of the actor.

it's even more egregious than that, DMC is an English-language series first, the Japanese is a dub and there wasn't even a Japanese cast until DMC4

Devil May Cry was maintaining some consistency since DMC3, it wasn't quite like RE where voice actors can't last for more than two releases at best. When Capcom finds someone they can work with and fans like it without going overbudget then Capcom are likely to keep them, the only thing Capcom doesn't like are unionized VAs.
Resident Evil itself would've kept DC Douglas as Wesker in REmake 4, literally the only who would've come back, had him not acted like a fool by breaking NDA by leaking a Wesker concept art just to impress some chick in a podcast 1 full year before REmake 4 was announced.

Claire's case was the exact matter regarding budget that Capcom hates as much as unions. Her time as Claire was warranting a contract renewal with a fee increase and Capcom wanted no part in that. Again, if you work for pennies and aren't part of a union Capcom is very likely to keep you, like the small timer still voicing Juri in Street Fighter.
