He'd just be evil Tony Stark. His movie would be Iron Man but with a villain protagonist.
Iron Man but with a character that doesn't grow and change isn't a story. Norman is a great villain and it's fun to watch him do things but watching a bad guy be a bad guy isn't much of a movie. Norman's a guy who's already at the top who shits on the little guy because he enjoys it. The only way I can see a Goblin movie working is if it's a chronicle of his ruthless rise to power, and a movie like that probably wouldn't involve much in the way of actual Goblin-ing since what makes him a worthwhile villain (and a foil to Peter) is that he has it all.
Mysterio might work because he's naturally weak and his plots rely heavily on planning and scripting. It would be cool to see him, for instance, pull of some kind of heist movie since it's fun to watch the show come together, but there's still tension because you know it can all fall apart, and when it does he can't easily fight his way out.
Ock as main protagonist strikes me as a pretty bad idea, but I think it's a little bit plausible since he's sometimes portrayed as not quite irredeemable and isn't always in a position of power. Maybe if you did an origin story where he's just starting out and only has the arms to his name it COULD work, but honestly I can't see any story where you'd really be rooting for him.
Not that any of this speculation matters anyway, Sony would squander the shit out of any potential any of these characters have.

They got themselves into a contract with Disney where they can't do their own movies about Peter outside of the MCU ones. So some execs at Sony looked at how the Spider-Man license they'd paid so much money for actually included hundreds of other characters, a number of them had plenty of their own solo material that could be adapted, and the superhero movie boom was a great opportunity to get some value for money out of some of the other characters they'd paid for. The Venom movies did well, so they're throwing ideas at the wall and seeing what sticks, and most of them are being made on a much lower budget than the average MCU movie, so they can afford to experiment without taking too much of a hit if something doesn't succeed.
Can't wait to see these two somehow met up with and form a team with Morbius, Venom, and Vulture. What will that team be doing? No idea, but apparently they're going to be a team it seems.

Thousands of alienated young nuclear physicists and special effects mavens are going to see themselves reflected in Otto & Quentin and attempt to imitate them. There are going to be mass Spider-Man frame-ups. Already, theaters are banning goggles and fishbowls, and some refuse to show the movie altogether. Hammerhead's goons are preparing to stand by at theaters near military bases. This is a risk we cannot afford to take, no matter how many standing ovations the films receive.
