Literally the most fleshed out character in the show. It's speculated he doesn't get as used as much anymore because of the mumbling being hard to write around, but I believe it's because it's hard to be lazy with a Kenny plot in general. They even gave his running gag lore.

I wanted to see how bad it really was so I checked how many episodes focus on the farm itself and there have been 12. 15 if you split up the specials for their length each being about 48 minutes. Now comparing that to actual supporting characters, the only ones with more episodes of focus than it are Ike only counting the 12, Gerald, Wendy, Mr. Garrison, and Chef.
12 might not seem like a lot but they're barely putting episodes out in each season. The last one had like six episodes in the entire season and they were all fricking terrible.

He's been a major focus for a long time and I loved it at first but then they overly focused on him and the show suffered a lot as a result.
I mean he's kinda become an overused character at this point, look at Season 25 for example. Out of the 6 episodes Butters was a focal point in 2 of them.

Season 15, 16 and 19 were the stan seasons and they are of mixed quality Kyle never needed to carry a season
How the frick was Season 19 a Stan season? All I remember from that was PC Principal, Randy, and Garrison being the key players there.
