That kind of looks like the original Thunderbolts to me and also isn't one a team of people so psychotic the US government used them as Expendables and Thunderbolts having to be a bunch of anti-heroes or villains trying or being forced to play the normal superhero conduct rules?
So are they going to mention how Shang Chi is a crime boss in the upcoming Spidey event "Gang War", or how Black Widow now has her own symbiote as seen in the Venom comics?
Or is Marvel banking on their readership not actually reading those two titles ?
In the movie? They don't have enough villains to do the original concept. Or enough dead heroes. That could only be done at that time, with the conditions created by the Onslaught aftermath and the existence of the Masters of Evil. The MCU only has Zemo out of all these characters and he's a very different man in that reality.
You could still do Thunderbolts but on a smaller scale. A group of low level supervillains escaping from Falcon/Carol/etc flee to a small town and pass themselves off to Jolt and Speedball (audience surrogates) that they are super-heroes. Rescues the town from bad guys and become the town's local super-heroes.
It wasn't even doing the Suicide Squad thing all that long before they got sent through time. It also understood that the main theme of the Thunderbolts is reform and those who want it vs. those who don't.

They did almost 20 years ago. And when they're not that they're a shitty 2000s black ops team. The entire point of Thunderbolts went away when Nicieza was taken off of the book.

It's a good hook and a decent character arc. Gives the characters some nice inner turmoil and gives them a chance to find redemption.
