Like Jack Nicolson and the original Joker comic issues. He is a criminal and a gangster who happens to be mentally and physically scarred and have a theme stemming from that mental disturbance.
He is after money and sometimes respect/fear and those goals has only been slightly warped by his accident.
He has henchmen because he is a known gangster, I think even the courts know his name (Batman found out and his old friends knew him on sight) but it’s not relevant because he has just continued in the same crimes as before just more erratic.
TLDR - He’s much more grounded and believable as a crook than as some supervillain.
because you have nostalgia goggles on. He was really unintimidating and cowardly, had no mystique or menace, he never pulled off any crimes and wasn't threatening at all. If you only ever knew Batman from BTAS you'd think Riddler was the archenemy and Joker was just some pathetic loser who can't pull off anything.

Reality exists whether you like it or not, moron. In not a single episode of BTAS did he ever succeed in a crime or ever manage to kill anybody. Most episode he ended up begging for help like a sissy.
He was unintimidating and incompetent at everything, and a poor adaptation of the character.

No. Maybe you're thinking of one of the later movies, Joker never killed anyone in BTAS.

Good mix of actually funny and threatening.
The story doesn’t go out of its way to make him cool or portray him as having some deep point to prove- theres plenty of situations where its clear that he’s a petty thug, a bully, and a sore loser and the show doesn’t shy away from making him look dumb.
He was never threatening, lol. He was just a dumb nonthreatening loser every single episode.
He's Joker for gays who don't like Joker at all and seethe when he's actually written as cool or interesting in other media.

If you're seething like a baby about "The Jokergays" not wanting Joker to be a weak crybaby loser like Hamill, then you're not a good authority on what makes a good Joker.
He's actually funny. Other Jokers try too hard to be serious or edgy and forget that he's still dressed as a clown. His voice actor was also so good that they also kept bringing him back thirty years later.
