It's in character for Batman.
His running gag for a long time that entire "arc" was being disillusioned with the other Supers. Diana for making humans hate Supers by murdering Max onscreen, the JL for brainwashing him, and Superman because ever since he came back from the dead he really just faffed about doing nothing, acting sentimental and emotional and not saving the day.
In Batman's eyes the 1 good Super left in the world refused to do anything useful because he's too busy playing soft pacifist, including not doing anything for Batman's own brainwashing (that he did know about). That's a deep sense of betrayal because Clark would rather be passive and ignore injustice than be the kind of person Bruce needed to help him.
Culminating in Bruce almost shooting Lex-3 before Diana stops him, and realising the entire time he was just as capable of failure as the rest of them
