What a weird design, assuming the premise she is a woman is true. The worst part is how broad "her" shoulders are. That's unusually broad even for a male character, so the fact its supposed to be female is especially egregious. Is it just janky concept art or something? RWBY's a 3D show so is her model that oddly proportioned as well? If so then I have no idea what they were thinking, unless they are going for a trans thing.
It feels especially weird to me as when I did watch the first couple seasons of RWBY the show was very clearly one of those waifubait shows. Where the protagonists were all cute girls with their own special aesthetics and archetypical personalities and while I thought the whole thing was corny and dumb I could at least respect it for embracing that cringe aspect of itself. This design, and some of the newer character designs from the later seasons lack that soulful corniness and come across as bland and serious. At least Waifubait can be fun, after all.
This character looks like shit but she's a minor character with five lines of screentime. Nobody thought much about her design or her weapon, since it's just the same as the other HHs in her team. Making them all so uniform is honestly a better approach than focusing on making side characters unique and memorable at the expense of the main characters yet again.

Silly theory time: the DC crossovers are not only RTs last attempts to milk RWBY, but also DCs preparations to absorb the series into their canon. WB might be seeing the end of RT coming, so they're prepping to use their IPs.
DC has a history of buying out and incorporating other IPs, like Static or Captain Marvel for example. So now they're testing the waters: >part 1 is what if Remnant was an Earth in the DC multiverse with Ruby and the others but also their own Superman and stuff to occasionally crossover with for events that old fans will pick up from time to time >movie 2 is what if RWBY characters could be used in the mainline universe after some crisis happens and erases Remnant with only fan favorites moving to DC, Ultimate Marvel style?
