To spread humanity trough space so they wouldn't (nearly) go extinct again. The Battle Angel Alita universe is pretty crazy and the movie barely scratched the surface.
In the movie the scrapyard is in some south american shit hole because lol beaner director. Yet they kept the name kansas for the bar.
It doesn't even look like the scrapyard it's just mexico city with an occasional robot arm or leg.
No the scrapyard is in some South American shithole because space elevators are only possible on the equator, in the manga it's revealed that an asteroid impact knocked the Earth off its axis but even Kishiro couldn't find a way to explain that in an organic way without resorting to an infodump across multiple pages
So in other words the moronic reason they gave for moving the scrapyard to a beaner shit-hole doesn't even make sense because they haven't read the manga
Well duh, the movie is based on the OVA, not the manga. You should've figured this out from Jennifer Connelly's character existing (who also creates a huge plothole because we see Vector harvesting her brains despite her being from Zalem)
