He wasn’t nothing though. He was being the change he wanted to see in the world. The final scene is reminding the new emperor that he will always have a blade at his throat, ready to slice the moment he strays from the path.
As another anon already mentioned the story was just a mixup of Rashomon and In a Grove by Akutagawa. Once the story leaves that part, it's just straight up hamfisted state propaganda.
