That's actually pretty common.
Imagine this; you have a low projection for income, compared to cost, but it still covers,say, at worst 50% of all money spent. Then if you were 25% off from finishing it (or even 40%, given how much 10% or 5% could be on those numbers) it's better to finish.
This is ignoring that probably even the worst projection will be higher than that and the fact that actors often correspond a very high share of the cost which you can't "take back". Even if the movie doesn't air, you have to pay them all the same. Ignore all the other salaries; a famous lead can cost millions by himself.
That's just an example, but that's the logic.

Yes, but there's missing context. A movie like this has a lot of prepaid sponsorships from advertising partners. If WB did not release the movie, they'd have to refund all of their partners. This is money they've already used to finish the movie. If this total is greater than the cost of marketing and additional shoots combined, then it makes sense to finish and release the movie. This is the best option, barring sending Ezra Miller back in time to murder his own mom.
