I thought the same thing when I first watched it but honestly it's aged really well. The way that it progresses and ties up all the storylines of dead mans chest, and to a lesser extent the trilogy as a whole is incredible. I think large parts of it felt too emotionally bleak for audiences at the time and it should've sold the love story between Davy Jones and Calypso better (or maybe done more to paralel it with Will and Elizabeth's). Storylines started in the second film have so many left turns that make absolutely no sense.
Just off the top of my head-
-norrington becomes an absolute homosexual after being based
-wills dad becomes a literal zombie despite the second film showing that even former people so old that they melt into the ship still have their wits about them and with no mention or hint of wills dad going crazy
-kraken, one of the best utilized and iconic movie creatures ever after the second film, is just dead
-calypso nonsense bungled to frick
-pirate lords useless
-love triangle between Jack, Elizabeth and Will all but ignored
The movie is hot fricking garbage and I'm embarrassed that it even exists after the masterpiece of the second film.
