Toei is trying to find the minimum level of awful garbage they can shit out before drones stop watching Dragonball.
With DB Super they gave it god awful low quality art and stiff animation, they didn't even bother to do battle damaged character designs or animated hair properly, so everything has this shiny, plasticky feel to it. On top of this they just resorted to adapting fan fiction for the plot. Any stupid idea they could think of, to the point the show itself stopped even trying to pretend it was serious (which in a way actually elevated it, since Dragonball at its origin was never serious).
So the natural progression from Super is to lower the bar even further: godawful CGI

Anime's primary audience is the Japanese public, because most of the production committee for anime are local Japanese businesses whose customers are Japanese people, not foreigners. There's been a rise in foreign investment in anime, but for the most part it remains focused on the Japanese market with the global market being secondary at best.
