There's repression and insincerity everywhere in this movie. Even if the fascist militaristic society might arguably be necessary to beat the bugs, it is still psychologically damaging. People comply, but live very insincere lives.
By dating Carmen, he does what he thinks he's supposed to do. She's like the utopia everyone is made to believe in.
The movie ends with everyone just being cogs in the machine. A machine that worked well. But to believe it's a happy ending, you'd have to believe all of the propaganda.
