That's what Helluva boss should introduce, at least the broad strokes of it. Hitmen imps are natural born denizens of hell. It's the perfect group for showing off the actual workings and systems of this settings hell. It was close to doing this, but it's been very caught up in character drama, which the show shouldn't have focused on.
Hazbin hotel should focus on character drama because that's the entire fricking point of the premise. The point of redemption is that it lies on the individual and their relations with those around them. It literally has to be character driven. That's where you can get into the finer intricacies of politics because it starts to focus on the people themselves.

They changed Alastor from mysterious voodoo practicing radioman by day, serial killer by night who died when being shot by a hunter while fleeing police in the woods who would later in Hell court the surviving flower shop woman to a mysterious voodoo practitioner radioman who is strictly asexual
She did all this very likely because when the pilot started production tumblr raged over her wrongthink tumblr post that may have been """"homophobic""""" and """"""racist""""". But remember, this is TUMBLR standards of homophobic and racist
And now about a year ago they started overhauling the designs
